Zaid Ahmed Khan (Muzammil Ibrahim) is a police officer in Mumbai, whose life is shattered when he learns that his wife Sarah (Tulip Joshi) has died in a bomb blast at the New Century Club. To add to his misery, he is told that his wife was not a victim but the cause! She was the suicide bomber who was responsible for the blast. He is interrogated but is soon given a clean chit. Unwilling to believe that his wife was a terrorist he sets out to prove her innocence .

'Dhoka' tries to ask questions like whether or not the country is truly secular. It also probes into why some Muslim youth turn to terrorism. Though the intentions are honest, the fact cannot be denied that apart from educating and informing, the primary motive of a film should be to entertain. Though 'Dhoka' is successful on the first two fronts, it fails on the third account.
